Planning for war

The Administration which ordered that expedition had no adequate information as to the armament of the forces in the Crimea. They were not acquainted with the strength of the fortresses to be attacked nor with the resources of the country to be invaded. They hoped & expected the expedition to be immediately successful, &, as they did not foresee the probability of a protracted struggle, they made no preparation for a winter campaign …
